And I don't know, but I sure as hell wouldn't use it like that.
Edit- actually I do know.
If you have it in your bar up there, you right click on the tab, and then click anywhere else on your screen to make it separate from the upper console.
The rest is clicking on the "i" and arranging it as you wish.

Saw that screenie on the AO forums, right? 
It's fairly easy (but a little time-consuming) to recreate that setup. Though the Controls window in intriguing - I've seen that before somewhere...
